Background
1. The Applicant filed his RTI application on 30.07.09 with the Regional Passport Officer,
Coimbatore asking for clarification regarding renewal of his passport. The Regional
Passport Officer, Chennai cum PIO replied to the Applicant on 13.08.09 informing him
that the passport bearing No.B 2462769 dated 02/11/2000 is valid till 01/11/2010 and
has been issued by Passport Office, Trichy and has already been dispatched to the
Applicant on 12.08.09 and has more than one year validity. With regard to the delay,
the CPIO stated that on 15.07.09 the Regional Passport Officer, Chennai had written
to the Commissioner of Police, Coimbatore informing him that the Applicant had filed
an RTI application for the dispatch of his passport which was prepared and transferred
by Passport Office, Trichirappalli as the Applicant is presently residing at Coimbatore.
The personal particulars in this connection had already been forwarded to the
Commissioner of Police vide letter dated 12/12/2008 for verification. He informed the
Commissioner of Police, that the police report from Coimbatore is still awaited for
considering the release of passport to the Complainant and requested the
Commissioner to conduct verify the said address mentioned by the Complainant and
to return the PV report urgently as the document is required under RTI Act. Being
aggrieved with the reply, the Applicant filed a Complaint with the Commission on
03.09.09.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner scheduled the
hearing for 14th December, 2009.
3. Mr. K.S. Davlat Thameem, Deputy Passport Officer & CPIO represented the Public
Authority.
4. The Complainant was heard through audio conferencing.
Decision
5. The Respondent submitted that on 07.12.09 the Complainant was informed that his
passport was transferred to the RPO, Coimbatore for necessary action as address is
under the jurisdiction of the new Passport office established at Coimbatore and that he
(the Complainant) may contact the Passport Office at Coimbatore for miscellaneous
services related to the passport, in future. The Commission after hearing the
submission of the Respondent and on reviewing the submission on record, holds that
available information has been provided to the Complainant and that grievance of the
Complaint has been redressed and accordingly disposes off the Complaint.
