                                     ORDER

Shri V. Stanley Paulus, the appellant has filed this appeal dated
30.12.2010 before the Commission against Directorate General of Civil Aviation
(DGCA), New Delhi for providing incomplete information to his RTI-request dated
11.8.2010, which came up for hearing on 07.04.2011. The appellant was absent,
whereas the respondents were represented by Shri J.S. Rawat, JDG and Shri
Sunil Kumar, DDRI.

2. The appellant filed RTI-request dated 11.8.2010 seeking information on
four RTI-queries in respect of Aeronautical Information Service AIC Sl No.
3/2010 dated 2.6.2010.

3. Aggrieved by the non-receipt of information from CPIO, the appellant
preferred first-appeal before FAA on 9.10.2010. The FAA vide order No.
26/62/2010-IR dated 3.12.2010 has replied to the appellant stating that the
information sought by the appellant in respect of A/C 3/2010, which is placed on
DGCA website (www.dgca.nic.in).

4. After hearing the respondents and on perusal of the relevant documents
on file, the Commission finds that the PIO, prima-facie, has caused the delay of
more than 100 days, beyond the period stipulated under RTI Act, without any
reasonable cause. Therefore, the Commission has decided to issue a show-
cause notice to the PIO, to show-cause why the Commission should not impose
the penalty on him for causing delay in providing complete requisite information
to the appellant. A separate show-cause notice will be issued to PIO, in this
regard.

5. As far as information part is concerned, the matter is remitted to FAA with
the direction to provide point-wise information to the appellant within four weeks
of the receipt of this order.

The matter is disposed of with the above directions.
