Background
1. The Applicant filed an RTI application on 24.9.09 wanting to know why the new Smart Token Cards
have been issued only for 5 years and who has authorized this unwarranted change, which would be
very inconvenient for the Senior Citizens for reissue/revalidation of the cards once it is expired after 5
years. The PIO replied on 5.11.09 stating that no decision has been taken to curtail the ‘whole life’
duration of pensioners CGHS card, for those who have deposited a lumpsum contribution for 10
years. The five years validity indicated on plastic card is only technical in nature and that the issue
raised by him has already been explained/clarified vide Ministry’s OM. Not satisfied with the reply
the Applicant filed his 1st appeal on 2.3.10 seeking the copy of the note sheet authorizing the
restricting of the validity of Smart Cards to 5 years to the Retired Govt. Officers who had been issued
Whole Life CGHS Cards after depositing requisite amount. He also stated that the information has
been received late. With respect to the first appeal the Under Secretary to the Govt. of India, M/o
H&FW replied on 8.3.10 stating that the Ministry has issued guidelines for the pensioner
beneficiaries through an OM no. Misc. 6024/2007/CGHS (HQ)/CGHS(P) dated 30.12.09. Necessary
clarifications under Para E “Clarifications regarding Plastic Cards” are given in the OM and
clarification regarding validity of Smart Cards to 5 years to the retired Govt. pensioners who had been
issued whole life CGHS cards after depositing requisite amount for rest of life has also been clarified
in para 2 under above mentioned sub head. Still not satisfied, the Applicant filed his 2 nd appeal
before the Commission on 18.3.10 stating that the M/o H&FW has still not supplied copy of the
original note sheet whereupon approval was given to issue the new Plastic Cards for five years only
to the pensioners in lieu of old cards for whole life.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for June 24,
2010.
3. Shri Jai Prakash, Under Secretary, represented the Public Authority.
4. The Applicant was not present during the hearing.
Decision
5. The Commission directs the PIO to provide attested copies of the file notings in respect of the issue
of new Plastic cards for 5 years to pensioners in lieu of old cards for whole life, to the Appellant by
15th July, 2010.
6. The appeal is accordingly disposed of.
