Background

1. The  Applicant  filed  an RTI application dt.11.8.08 with the PIO, IRCTC.   He sought the following 

information:

i) Articles & Memorandum of Association of Corporation

ii) Balance Sheet, Manufacturing & Trading & Profit & Loss Account with Annexures as on 

31.3.06, 31.3.07 and 31.3.08..

iii) Whether the catering policy of Railway Board is being followed strictly

iv) Whether   policy   of   25%  of   vending   contract  reserved  for   Reserved  Categories  is   being 

followed.

v) If not followed, whether even in the advertisement for tenders for vending contracts why it 

has been ignored.

vi) Whether in allotment through tenders the policy of reserved categories have been flagrantly 

ignored inspite of Railway Board catering policy.

vii) Date of last revision of rates for snacks and edibles etc. at Railway Stations.

Shri Anil Gupta, PIO replied on 29.12.08 furnishing point wise information Not satisfied with the reply, 

applicant filed an appeal dt.18.2.09 with the Appellate Authority (Copy not in file).

Shri   Aneet  Dulat,  Appellate  Authority replied on 18.5.09 directing the PIO to provide information 

against points 1 and 2. Being aggrieved with the reply, the Applicant filed a second appeal dt.13.6.09 

before CIC.

2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for June 8, 

2010.  

3. Both the Applicant and the Respondent were not present during the hearing.

Decision 

4. The Appellant is directed to send a list of missing information (documents) to the PIO and the PIO to 

provide the Appellant with attested copies of those documents within 10 days of receipt of the list.

5. The appeal is accordingly disposed of.
