Background
1. The Applicant filed an RTI application dt.25.1.10 with the PIO, DRM Office, North Central Railway,
Jhansi seeking information against 5 points related to the excadre in the Electric Loco Shed
including the No. of posts created;, and about the training of such cadre personnel. The PIO replied
on 29.1.10 furnishing point wise information. Not satisfied with the reply, the Applicant filed an appeal
dt.6.3.10 with the Appellate Authority stating that information against point 4 is not clear and
commenting on the remaining points. Shri J.P.Pandey, Appellate Authority replied on 20.4.10
providing detailed clarification.
Still not satisfied, the Applicant filed a second appeal dt.28.5.10 before CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for September
17, 2010 through video conferencing.
3. Shri J.P.Pandey, Appellate Authority and Shri R.P.Paul, CLA representing the Public Authority were
present at NIC Studio, Jhansi.
4. The Appellant was represented by Shri Rajendra Awasthi at NIC Studio, Jhansi.
Decision
5. During the hearing, the Appellant submitted that he is not satisfied with the information provided
against point 4 of the RTI application which relates to the absence of channels of promotion for ex
cadre personnel.
6. The Commission while noting that no information has been sought by the Appellant against point 4
except the opinion of the PIO on the grievance being shared by him, holds that all available
information has been provided by both the PIO and Appellate Authority. However, in the interest of
the Appellant the Commission directs the Appellate Authority to give a personal hearing in respect of
point 4 of the RTI application to the Appellant within 20 days of receipt of this Order and to clarify any
further doubts the Appellant may have.
7. The case is closed at the Commission’s end.
