We have heard learned counsel for the parties.

The respondents are directed to file counter affidavit within four
weeks. The petitioner shall have three weeks thereafter to file rejoinder
affidavit.

Till the next date of listing, the effect and operation of impugned
transfer orders dated 11.5.2010 and 6.4.2010 transferring the petitioner from
the post of Joint Director, Industries, Moradabad to the post of General
Manager, District Industries Centre, U.P. Nagar shall remain stayed.
