List this matter on 6.8.2010 to enable the learned State Counsel to obtain
instructions in the matter and to produce the relevant records regarding
enquiry conducted by EOW. The State Counsel shall also seek instructions as
to whether merely on some report of EOW, the State Government could
black-list the petitioners and that too without affording any opportunity or the
power to black-list, vests with the Seed Corporation, in pursuance of which
the license of the petitioners have already been cancelled.
