Information Sought:
The appellant wanted to know the places in Gali No. 12, Sangam Vihar where water tanks used
to come; authority who decides on sending these tanks; total number of tanks that came to Gali
No. 12, Sangam Vihar in years 2008-09 & 2009-10 and the total expenditure incurred on these
tanks in the aforementioned period.

Relevant Facts emerging during Hearing:
The following were present:
Appellant : Ms. Sunita representing Ms. Babita;
Respondent : Mr. L. L. Meena, EE(S-III) on behalf of Mr. B. M. Dhaul, PIO & Chief Engineer(S);
The PIO has provided the information on 16/09/2009. There are some practical problems
which the citizens seem to be facing, which is being highlighted through the information being
south.
1- Query-1: The DJB had said that there is no fix location where the tankers are going, it is
apparent that citizens are facing some problem because they do not know the timing and
the place where the tankers are coming. The PIO assures that he will fix the place and
time.
The appellant would like to inspect the records regarding number of tankers and amount
of money spent. A discussion between PIO and the Appellant reveals that the problem which the
appellant is trying to highlight. It appears that this is dense populated area with no piped water
supply provision. It appears that there are more than 100 tubewells but these tubewells have been
effectively ‘captured’ by certain powerful interests. This leads to shortage of water for a very
large number of citizens. This Commission can only record this anguish of the citizens and hope
that the public authority would be able to find some solution to this.
Decision:
The Appeal is allowed.
The PIO is directed to give the information on point-1 as described above to
the appellant before 30 June 2010.
The PIO will also facilitate an inspection of the records on 29 June 2010 at
11.00am at the office of Executive Engineer (South-III), A-Blcok, G.K.-I, Delhi.
The PIO will give photocopy of the records which the appellant wants free of cost
upto 50 pages.
This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties.
Any information in compliance with this Order will be provided free of cost as per Section 7(6) of RTI Act.
