absent when called, while the respondents were present through
Shri Y.P. Sehgal, Deputy Secretary and Ms.Renu Jain, Deputy Secretary
& CPIO.
2. It is seen from the RTI-application of the appellant dated
18.10.2008 that it comprised a series of queries regarding interpretation
of TA Rules for journeys on transfer and FR/SR Rules.
3. No obligation can be cast on the respondents to give explanations
or interpretations to an applicant.
