ORDER
Background
1. The Applicant filed an RTI application dt.10.1.11 with the PIO, Southern Railway, Chennai seeking
information against nine points including the following:
i) Circulars issued by Railway Board giving the powers to CPDE, CGE and CE/W for
controlling Junior Engineer(works)/Section Enginner (Works) from 1990 onwards till date
ii) Copy of the order delegating powers of appointment of Chief Principal Enginner to function
Heads of departments to the post of JE(Works/SE(Works) in Southern Railway.
Ms.Bhuvaneswari K, PIO/Vigilance replied on 9.2.11 furnishing information against points 7 and 8.
Ms.Chandrika Jayasankar, PIO/Salem replied on 18.2.11 furnishing information against point 4. Shri
T. Mathivanan, PIO & Dy.CPO replied on 8.3.11 furnishing information against points 3, 4 and 5. The
Applicant filed an appeal dt.21.2.11 with the Appellate Authority stating that PIO/Chennai has not
furnished the information against points 1 to 6. On not receiving any reply from the FAA, the
Applicant filed a second appeal dt.9.4.11 before CIC stating that no information has been received
against points 1, 2, 6 and 7. Subsequently vide email dt.7.7.11, the Applicant restricted her query to
information sought in point 7 as the information against rest of the items have been provided.
Decision
2. The Commission reviewed the information sought and reply provided against point 7 as detailed
below:

No correspondence was made by Chief Vigilance Officer, Southern Railway, Chennai including file
noting on the appeal and revision applications submitted by the charged official in the DAR case
against Shri R. Shanmugam, worked as SE/W/SA @ Divisional Office, Southern Railway, Salem

3. The appeal is rejected and the case closed at the Commission’s end.
