O.L.R. No. 61/2010 dated 29.9.2010
has been filed by the O.L. stating that
pursuant to this Court’s order dated
15.7.2010 advertisements were issued in
several newspapers, namely, “Times of India”,
“Economics Times”, “Punjab Keshri”(Punjabi),
“Hindustan Times” and “Hindustan” (Hindi) in
as many as 32 editions of the said newspapers
throughout the country with respect to the
land described in four separate schedules but
pursuant to the same only two tenders have
been received, one each for two schedules.
Under the direction of this Court the
sealed tenders are opened with the following
result:-
(i) Tender form for Schedule-2 in the
name of Kirti Agrawal, Ram Kumar Agrawal and
Anuradha Singh, 254, Nimbuwala, Garhi Cantt.
Dehra Dun, Uttarakhand offering the price of
Rs.2,50,00,000/- for the purchase of assets
and properties of Schedule-2 described in the

sale notice along with seven Bank Drafts for
different amounts drawn on different Banks
totalling Rs.60,00,000/- towards earnest
money.
(ii) Tender Form for Schedule-4 in
the name of UTOPIAN OUTDOORS INDIA PVT. LTD.,
18-Aketa Avenue Rajpur Road- Dehradun-248001,
Uttara Khand offering the price of
Rs.59,00,000/- for the purchase of assets and
properties of Schedule-4 described in the
sale notice along with a Bank Draft for
Rs.50,00,000/- dated 27.9.2010 drawn on State
Bank of India, Service Branch, Patna.
The Official Liquidator points out
that Schedule-2 lands have been valued by the
valuer of the State Bank of India at Rs.
6,00,00,000/- and Schedule-4 at Rs 5.02
crores. He further states that he has come in
possession of certain revised circle rate of
2009-11 with respect to the lands in question
and would like to examine the offers made in
the light of the same.
Learned counsel for the State Bank of
India also prays for one week’s time to seek
instruction in the matter.

Let the offers be kept on the record.
Put up on 7.10.2010.
In the intervening period, the
tenderers may get in touch with the Official
Liquidator and inform him of any increase in
the offer made by them.
The Bank Drafts are directed to be
handed over to the Official Liquidator who
may deposit the same in the Bank Account.
Let a copy of this order be given to
learned counsel for the State Bank of India.
A prayer has also been made in the
report for payment of the bill amounting to
Rs.16,57,214/- of the Advertising Agency M/s.
Avianca Advertising. Permission is granted
for making payment of the same from the funds
of the company (in liquidation).
