Title: Need to accept the proposal of State Government of Orissa to reduce the licence fee for operation of Government Aviation Training Institute in Bhubaneswar, Orissa.

SHRI B. MAHTAB (CUTTACK): Government Aviation Training Institute (GATI) functioning at Biju Patnaik Airport, Bhubaneswar in Orissa is the oldest Flying Training Institutes of the country which had become defunct due to resignation of Pilots from 2005 to 2008. In order to fulfill the dreams of the potential pilots of Orissa, the state Government took initiative and revived the GATI in November 2008 with the help of a PPP partner selected through National competitive bidding.

          Earlier, Airport Authority of India (AAI) used to charge nominal license fee of Re 1/- per annum for operation of GATI by the State Government. Now they have proposed to charge 50% of revenue payable by the PPP partner to the State Government which is exorbitant and irrational. Although State Government of Orissa have proposed to pay Rs 16,12,500/- per annum that is 50% of the annual average of the Project Allocation Fee receivable by the State Government to AAI as license fee, but AAI have rejected the proposal.

          I would urge upon the Government to intervene in the matter and instruct Airport Authority of India suitably, to accept the proposal of the Government of Orissa.
