श्री शैलेन्द्र कुमार (चायल): अध्यक्ष महोदय, पूरे देश में स्लम बस्तियों में व्यावसायिक गतवधियां बढ़ रही हैं, जिस पर रोक लगाई जाए। स्लम सुधार कमेटी शहरी विकास मंत्रालय के अंतर्गत आती है। दुकानें या व्यावसायिक गतवधियों पर पाबंदी लगाई जाए, तभी स्लम समस्या दूर हो सकती है। व्यावसायिक गतवधियों के कारण भू माफिया भी वहां पैदा हो रहे हैं, जो सरकारी जमीन और उस पर बनी झुग्गी-झोंपड़ियों को हथियाने का काम भी करते हैं। सभी बड़े शहरों में मास्टर प्लान में स्लम मुक्त करने के लिए ट्राइब्यूनल स्थापित हों, ताकि झुग्गी-झोंपड़ियों को हटाने के मामले में जो विवाद पैदा हुए हैं, उनका जल्दी निपटारा हो सके। कमेटी के अनुसार स्लम बस्तियों में जब भी कार्रवाई होती है, लोग न्यायालय से स्थगन आदेश ले आते हैं, जिससे मामलों का निपटारा नहीं हो पाता और वर्षों तक ये मामले चलते रहते हैं। इससे सुधार की प्रक्रिया में भी रुकावट आती है। कमेटी ने स्लमवासियों के पुनर्वास के लिए जमीन आबंटित करने की बात कही है। स्लम बस्तियों में दुकानें अथवा व्यावसायिक गतवधियां चला रहे लोगों को न दुकानें दी जाएं और न उनके पुनर्वास की व्यवस्था की जाए। सरकार वित्तीय सहायता भी न दे। कमेटी ने सिंगापुर की तर्ज पर मजदूर कालोनीज बनाने की सिफारिश की है। कंस्ट्रक्शन कंपनी शहर से दूर मजदूर कॉलोनियां स्थापित करती है जिसमें परिवहन सुविधा भी उपलब्ध होती है। लेकिन भारतीय कंस्ट्रक्शन कंपनी इस व्यवस्था से परहेज करती है। कंपनी पर कुछ जिम्मेदारी डाली जाए ताकि कानूनी दायरे में उनको लाया जाए और काम खत्म होने के बाद भी बसी झुग्गी-झोंपड़ियां हट सकें। कमेटी ने लुटियन-जोन, सविल लाइन्स जैसे क्षेत्र में झुग्गी-कॉलोनी के स्थापित न करने की भी सलाह दी है। उन स्लम-बस्तियों को भी नियमित किया जाए।…( व्यवधान)
