Title : Need to include Gauvari caste in the list of Scheduled Tribes.
श्री हरिभाऊ राठौड़ (यवतमाल) : उपाध्यक्ष जी, मैं आपके माध्यम से एक महत्वपूर्ण विषय सरकार के सामने रखना चाहता हूं। महाराष्ट्र में रहने वाला गोवारी समाज पिछले ४० साल से अपने को एसटी की सूची में सम्मलित करने की मांग कर रहा है। सैंकड़ों जनजातियां ऐसी मांग कर रही हैं लेकिन इनकी मांग अलग है। वर्ष १९६७ में एक बिल लाया गया था और इस पर यहां विचार-विमर्श भी हुआ था। इस संबंध में मैं आपका ध्यान २२ दिसम्बर १९७७ के प्रश्न संख्या १७६ की तरफ दिलाना चाहूंगा, जिसके उत्तर में कहा गया था कि –
“The Joint Committee on the Scheduled Castes and Scheduled Tribes Orders (Amendment) Bill 1967 had examined the case of this community. The Committee recommended the inclusion of Gowari community as a Scheduled Tribe in the districts of Amravati, Bhandara, Buldhana, Chanda, Nagpur, Wardha and Yavatmal of Maharashtra State. This recommendation of the Joint Committee will be taken into consideration when the Government of India would decide to undertake a legislation for the comprehensive revision of the lists of Scheduled Castes and Scheduled Tribes.”
उपाध्यक्ष जी, यह बिल १९६७ में आया। उसके बाद जाइंट कमेटी के पास गया और जाइंट कमेटी ने रिक्मेंड किया। इस बिल को लाने में तीन पीढि़यां बर्बाद हो गयी। इस मामले को लेकर नागपुर में ११४ लोग शहीद हुए थे लेकिन सरकार का ध्यान इस नहीं जा रहा है। आपके माध्यम से मैं माननीय मंत्री जी से कहना चाहूंगा कि यह बिल पुन: स्थापित हो। नागपुर में शहीद हुए परिवारों के लोग आज भी दर-दर भटक रहे हैं[r88] ।
महोदय, वे इतने गरीब हैं, उनकी हालत ट्राइब से भी बदतर है, इसलिए मैं आपके माध्यम से चाहूंगा कि आप इस बिल की पुनस्र्थापना का आदेश दें।
