The petitioner is a Graduate and Post Graduate in
Economics. She has also done Master of Philosophy in Economics.
In the year 2005, the petitioner also qualified in the National Eligibility
Test for Lectureship conducted by the University Grants
Commission. The post of Lecturer has been advertised, for which the
applications were invited by the respondent-Commission. One of the
essential eligible condition for a person to apply is passing of STET
conducted by the State. The essential qualifications for the post of
Lecturer in Economics are as under:-

“(i) Post Graduate degree in relevant subject from a
recognised University alongwith at least 50% marks.

(ii)Certificate of having qualified school’s eligibility test
(STET).

(iii) Matric with Hindi/Sanskrit.”

The petitioner concededly has not passed STET
examination and accordingly has not been called for interview. She

has filed this writ petition to urge that certificate of National Eligibility
Test held by her would be a higher qualification than STET and
hence she would be eligible for consideration for the appointment to
the post of Lecturer. In support, she has relied upon the instructions
issued by the Chief Secretary, where person possessing higher
qualification has been considered eligible for appointment to the
post. The petitioner has not been able to show in any manner that
National Eligibility Test is higher than the STET. Once the essential
qualification has been prescribed by the Public Service Commission,
this court would not be in any position to substitute any such
qualification to hold any person eligible for appointment. No case for
interference is made out.

Dismissed.
