learned counsel for the Punjab National Bank.

The petitioner has preferred an appeal almost after 15 years
without explaining as to why he did not prefer this appeal for
this long time. Even otherwise there is no plausible
explanation offered with regard to the said inordinate delay.

The writ petition is full of latches and is consigned to
records.
