Heard learned counsel for petitioner and learned Standing Counsel for
respondents.

Petitioner has passed B.T.C.Session of 2004 having OBC category.

It has been submitted by learned counsel for petitioner that he was directed to
appear in counseling on 13.7.2006 but after that nothing has been done in
spite of repeated requests and representations filed by petitioner. Claim of
petitioner is that he was filing representation from 2006, therefore, he has not
approached the Court. After a period of four years, petitioner has approached
this Court..

Therefore, in my opinion, no relief can be granted to petitioner.

The writ petition is hereby dismissed on the ground of laches.

No order as to costs.
