Learned counsel for the petitioner has stated that he

would be satisfied if the respondent No.4 is directed to decide his

representation Annexure P-4 by passing a speaking order thereon.

I find this to be a fair request.

In the circumstances without going into the merits of the

case this writ petition is disposed of with a direction to respondent No.4 is

directed to decide the representation Annexure P-3 of the petitioner by

passing a speaking order thereon within a period of two months from the

date of receipt of a certified copy of this order.
