The petitioner is aggrieved by the order dated 18.04.2007
(Annexure P30), vide which the affiliation of the petitioner college with the
Punjabi University, Patiala had been cancelled. As a sequel thereto, the
students studying in the petitioner-college were shifted to some other
institutions/colleges.
During the pendency of the writ petition, the petitioner college
had submitted a representation seeking consideration of their case for
revival of affiliation with the Punjabi University, Patiala.
Mr. Rajiv Atma Ram, learned Senior counsel appearing on
Civil Writ Petition No. 7888 of 2007 (O&M) 2
behalf of the petitioner college, submits that the application of the
petitioner college for revival of its affiliation has been accepted by the
Punjabi University, Patiala, vide letter dated 1.07.2008, Annexure-A,
appended with Civil Misc. No. 13385 of 2008 subject to removal of certain
deficiencies. The revival of the affiliation has been granted to the
petitioner college with effect from the current academic session 2008-2009.
As the affiliation of the petitioner’s college has been revived, therefore, this
writ petition has been rendered infructuous.
Mr. Rajiv Atma Ram, learned Senior counsel further submits
that after the cancellation of affiliation of petitioners college, the students
studying therein, were shifted to some other institutions/colleges. He prays
that the students, who were shifted to some other colleges out of the
petitioner’s college, be sent back to the petitioner college, as the petitioner
college has all the required infrastructure for teaching.
In the other hand, Mr. Kanwaljit Singh, learned Senior
Advocate, appearing for the respondent University submits that no such
request of the petitioner college is pending with the University and,
therefore, this request cannot be acceded to, at this stage.
In response, Mr. Rajiv Atma Ram, submits that the petitioner
college will files an appropriate representation before the respondent
University within a period of one week and the same be ordered to be
decided expeditiously.
After hearing counsel for the parties, we direct that in case, the
petitioner college files a representation seeking return of its students, then
the same shall be decided by the respondents within a period of two weeks

from the date of receipt of such representation.
This writ petition stands disposed of in the aforementioned
terms.
