Heard learned counsel for petitioner and learned Standing Counsel for
respondents.

It has been informed by learned counsel for the petitioner that the controversy
involved in the present writ petition has already been concluded by a decision
of this Court in Writ Petition No.3189 of 2009 (Bhoop Singh and others
Vs. State of U.P. & others) and other connected writ petitions.

In view of aforesaid fact, the present writ petition is also decided in terms of
the said judgment and directions issued in the said writ petition.

The writ petition is accordingly allowed.
No order as to costs.
