This second appeal has been filed in the year 1976 prior to amendment in
Civil Procedure Code regarding framing of substantial question of law. Sri R.
C. Singh, counsel for the appellant has by means of amendment application
no. 193806/2010, provided substantial questions of law. As prayed, he is
permitted to incorporate substantial question of law no. 4 and 5 in the memo
of appeal during course of the day for consideration by the Court.
