श्री लाल कृष्ण आडवाणी (गांधीनगर) : अध्यक्ष जी, हमारे देश में संघात्मक ढांचा है, जिसमें केन्द्र सरकार का जितना महत्व है, उतना ही महत्व राज्य सरकारों का भी है। इसीलिए इस संघात्मक ढांचे की संविधान सभा में विस्तार से चर्चा और बहस हुई कि राज्यपाल कैसा होना चाहिए और किस प्रकार से बनना चाहिए? पहले प्रस्ताव था कि चुने हुए राज्यपाल होने चाहिए, लेकिन बाद में एकमत बना कि चुने हुए राज्यपाल नहीं होने चाहिए बल्कि केन्द्र द्वारा नियुक्त किए हुए राज्यपाल हों, जिससे वे केन्द्र की बात को भी ध्यान में रखते हुएकार्य करें …( व्यवधान)

ADVANI : The point is that elections had been held and लोगों ने अपनी राय झारखंड, बिहार और हरियाणा, तीनों राज्यों में प्रकट कर दी है। हरियाणा में राज्यपाल की कोई भूमिका नहीं है, इसलिए वहां साधारणत: ठीक चल रहा है, और वहां जो झगड़ा है, वह पार्टी का अपना है। …( व्यवधान) लेकिन बिहार और झारखंड की स्थिति दूसरी है। वहां किसी भी पार्टी को स्पष्ट बहुमत नहीं मिला है। दोनों राज्यों में सबसे बड़ा गठबंधन एनडीए का है। …( व्यवधान)

He cannot make insinuations against the Chair. He cannot say that he did not expect this from you. He must take his words back… (Interruptions)

SHRI L.K. ADVANI : Sir, the constitutional provisions in respect of Governor and the imperative need according to the Sarkaria Commission is that the Raj Bhavan should not be used as an instrument for, in any way, subverting the people’s verdict. That is what is being done in Jharkhand[r2] .
Therefore, it is that I have conveyed to the Government that we would like the Governor of Jharkhand to act immediately in accordance with the wishes of the people there and if this is delayed and there is dilly-dallying, we will not be satisfied. This is the imperative we expect from the Governor. … (Interruptions)

MR. SPEAKER: I have allowed something which rules did not permit because the Leader of the Opposition wanted to say something. Time and again you cannot stand up. This is after all the Question Hour. Just because you have given a notice for adjournment you cannot ask for a discussion on that. This is not the time for discussing the notice for adjournment.

श्री गुलाम नबी आज़ाद : अध्यक्ष जी, जैसा माननीय लीडर ऑफ दि अपोज़ीशन ने बताया, उस बारे में मुझे यह कहना है कि जब तक यहां यू.पी.ए. सरकार है,रांची या हिन्दुस्तान के किसी भी कोने में किसी भी राजभवन का दुरुपयोग किये जाने का प्रश्न ही पैदा नही होता। जहां तक झारखंड का सवाल है, उस संबंध में ‘प्रैशर टैक्टिक्स’ के तौर पर बात इस्तेमाल की जा रही है। अभी तीन राज्यों – हरियाणा, बिहार और झारखंड – में इलैक्शन्स हुये हैं और उनमें से किसी भी राज्य में अभी तक कोई मुख्यमंत्री नहीं बना है – न तो बिहार में, न झारखंड में और न हरियाणा में कोई मुख्य मंत्री बना है। इसलिये झारखंड में कौन मुख्यमंत्री बने, कौन नहीं बने, उसके लिये यहां कैसे डिसाइड होगा। इस संबंध में डिसीजन वहां के राज्यपाल ही करेंगे। अगर किसी और जगह सरकार बन गई होती और झारखंड में विलम्ब होता तो मैं समझता हूं कि यह बात उचित होती। अभी तक वह प्रक्रिया शुरु ही नहीं हुई है, शुरु होने जा रही है। इसलिये मैं नहीं समझता कि अभी इस विषय पर यहां चर्चा होनी चाहिये।

Now, you have made your observations which are on record. The whole country has heard them. They are also concerned about them. I am sure everybody in this country is concerned about democracy.
This is the highest forum of democratic India. Please allow this forum to function. If you are really concerned about democracy, I am saying that this House should be allowed to function. Otherwise, how will democracy be sustained in this country? Please go back to your places. Let the Question Hour go on. You also have many questions to put. I am requesting you to go back to your seats. I cannot compel the Governors to do anything. I cannot compel them to do anything.
I am sure many hon. Members amongst you want to raise very vital issues. They have got questions that should be answered. My appeal to you is that this highest forum should be allowed to function. I am appealing to all of you to go back to your seats. Please go back to your seats.
