Title: Regarding Business of the House.
MR. SPEAKER: Before I go to the Calling Attention Notice and Zero Hour, the Parliamentary Affairs Minister has made a request to me. She wants me to request the House that she has some urgent Business in the Rajya Sabha, and she wants to go there. Therefore, a very small Bill — according to her — may be taken into consideration.
If the House agrees, I can take it up.

स्वास्थ्य और परिवार कल्याण मंत्री तथा संसदीय कार्य मंत्री (श्रीमती सुषमा स्वराज) : अध्यक्ष महोदय, मेरा निवेदन है जो मैं आपके माध्यम से सदन के साथियों के सामने निवेदन करने के लिए खड़ी हुई हूं। सामान्यत : विधायी कार्य हम लोग दो बजे लेते हैं औऱ वेसे भी नियमों के अनुसार जब ध्यानाकर्षण प्रस्ताव किसी दिन की सूची में रखा हो तो सबसे पहले वही लिया जाता है लेकिन मेरी व्यक्तिगत डफिकल्टी आज यह है कि राज्यसभा में ९७ कांस्टीटयूशनल अमेंडमेंट लगा है जिस पर वोटिंग है। आज वहां पोटा भी लगा है जिस पर वोटिंग होनी है और उसके बाद सटिजनशिप अमेंडमेंट एक्ट भी लगा है। राज्य सभा में मुझे आज उन तीनों बिलों की वोटिंग के समय उपस्थित होना पड़ेगा और यह बिल चूंकि मेरा बिल है और अभी कोई साथी कह रहे हैं कि छोटा बिल नहीं है। बहुत छोटा सा बिल है। एक इतना सा संशोधन केवल एक शब्द का है। शायद लोग इसे एम.सी.आई. का अमेंडमेंट समझ रहे हैं। यह एम.सी.आई का अमेंडमेंट नहीं है। यह आई.एम.सी.सी. एक्ट का अमेंडमेंट है और वह भी केवल एक शब्द का है जहां गलती से मेडिकल इंस्टीटयूशन लिखा हुआ है जबकि वहां मेडिकल कॉलेज लिखना चाहिए था। केवल इतना सा अमेंडमेंट है। इसलिए मेरा आपसे निवेदन है क( व्यवधान)अगर सदन स्वीकार करे तो मैं इसको करके चली जाऊं । उसके बाद फिर राज्य सभा में तीनों बिलों के लिए अनिश्चितता मेरे लिए नहीं बनी रहेगी। केवल इतना छोटा सा संशोधन है। यह एम.सी.आई. एक्ट का संशोधन नहीं है। आई.एम.सी.सी. एक्ट के लिए एक शब्द जो चूक से रह गया। सिर्फ इतनी अमेंडमेंट है। आप लोग मुझे इजाजत दे रहे हैं, अगर सदन इजाजत दे दे तो मैं यह करके चली जाऊं।( व्यवधान)

श्री राम विलास पासवान (हाजीपुर) : मंत्री जी ने जो कहा है, उस पर हमें कोई आपत्ति नहीं है। लेकिन आपके मुताबिक जब एक बजता है तो लंच ऑवर हो जाता है। इसलिए कॉलिंग एंटेंशन और जीरो ऑवर में बहुत से महत्वपूर्ण सवाल हैं, उनको इसके बाद लेना चाहिए और समय बढ़ाना चाहिए। उसके बाद आप लंच ऑवर लें इसलिए लंच ऑवर को एक्सटेंड कर दें।
श्रीमती सुषमा स्वराज: मुझे इसमें कोई आपत्ति नहीं है।
अध्यक्ष महोदय : जितना समय बिल को मिलेगा, उसके बाद पूरा समय उन विषयों को दिया जाएगा।

SHRI PRIYA RANJAN DASMUNSI (RAIGANJ): I just want to make one request to you. We have no objection to whatever she has said. However, Mr. Speaker, Sir, it is up to those who gave notices of Calling Attention and if they cooperate and agree to let the House to take up this Bill, I have no objection. The most important thing is that the ‘Zero Hour’ notices that are to be taken up today are on important issues. I do not know how you will dispose them of because there are many other legislations, like the Electricity (Amendment) Bill, which are slated for today. From the Chair, if you inform us about the time slot, we will take care of it. Moreover, the discussion regarding Action Taken Report on the JPC is also going to be taken up today. (Interruptions)
MR. SPEAKER: Whatever time is going to be spent on this Bill, that will be adjusted during ‘Zero Hour’.

अध्यक्ष महोदय : आप लोग अगर सदन का समय वेस्ट नहीं करेंगे, तो सब विषय लेने को तैयार हूं। मैं जानता हूं कि मुझे क्या बिजनेस लेना है।
श्री राम विलास पासवान: इस बिल पर अगर बहस शुरू होगी, तब हम एग्री नहीं करेंगे।
श्रीमती सुषमा स्वराज: बहस नहीं करनी है। बहस की बात ही नहीं है।
अध्यक्ष महोदय : बहस नहीं होगी। इनका स्टेचुटरी रिजोल्यूशन है, यह दो मिनट तो बोलेंगे ही।
श्री प्रियरंजन दासमुंशी: इस बिल पर बोलने वाले लोग ज्यादा नहीं हैं।I am totally opposed to passing any Bill by simply mentioning that this is a short Bill. We are not in Parliament for doing that. This Amendment must be justified and it takes time.
SHRIMATI SUSHMA SWARAJ: I will justify it.
SHRI PRIYA RANJAN DASMUNSI : You can justify it. However, in order to make our arguments, we need some time. How can you say that there is nothing to be discussed simply because it is a short Bill? The Parliament should not be treated in this way. You can take up the Bill and I do not mind that.
MR. SPEAKER: If you had said earlier that you are opposed to this, I would not have asked her to continue. We can still stop this and there is no problem in that.
SHRI PRIYA RANJAN DASMUNSI :Our Party has selected some Members to speak on this Bill for which the time has been allotted. I am not against her, but what I am saying is that she should not feel that this Bill is not an important one and, therefore, we should pass it without any discussion. That is not the way to do things.
MR. SPEAKER: Mr. Minister, we have allotted two hours for this and the Members want to avail that allotted time for discussing this Bill.
