Title: Regarding disinvestments of Public Sector Undertakings in the country parituclarly of HPCL and BPCL.
(फिरोजाबाद): अध्यक्ष महोदय, वनिवेश का अत्यधिक महत्वपूर्ण सवाल है। इस सम्मानित सदन में एक बार नहीं, अऩेकों बार वनिवेश के सवाल पर चर्चा हुई है लेकिन इसका कोई सार्थक परिणाम नहीं निकला। प्रधान मंत्री जी ने एक बार कहा था कि आखिर कब तक सरकारी उपक्रमों के माध्यम से देश के धन को लूटने की इजाजत दी जाएगी।
अध्यक्ष महोदय, एक तो जो घाटे के सरकारी उपक्रम हैं, उन्हें कैसे दुरुस्त किया जाये, इसके लिये कोई व्यवस्थित प्रयास नहीं किया गया है। हम सरकार से इस बात का वायदा चाहते हैं कि जो सरकारी उपक्रम मुनाफे में चल रहे हैं, उन्हें न बेचा जाये। जितने भी सरकारी उपक्रम – बाल्को, सी.एम.सी. – थे, वे मुनाफे में चल रहे थे। जब नालको को बेचने का सवाल आया, जो कि मुनाफे में चल रहा था, तब श्री अरुण शौरी जी ने कहा कि आज मुनाफे में चलने वाला सरकारी उपक्रमो के कल घाटे में जाने की संभावना है। इसका सीधा मतलब यह है कि सरकार अक्षम है और भ्रष्टाचार तथा कुप्रबंधन पर अंकुश लगाने में असमर्थ है। मैं आपके माध्यम से निवेदन करना चाहता हं कि बी.पी.सी.एल. और एच.पी.सी.एल. हिन्दुस्तान की दोनों बड़ी कम्पनियां हैं। हिन्दुस्तान की १० बड़ी कम्पनियों में इन दोनों का स्थान क्रमश:दूसरा एवं तीसरा लाभांश के मामले में है। ये दोनों कम्पनियां मुनाफा कमा रही हैं। सरकार ने खुद स्वीकार किया है कि बी.पी.सी.एल. और एच.पी.सी.एल. दोनों लाभकारी कम्पनियां हैं। इन दोनों कम्पनियों ने वर्ष २००१-०२ में क्रमश: ३६३ करोड़ रुपया और ४६७ करोड़ रुपया कमाया। वर्ष २००२-०३ के ९ महीने में इन कम्पनियों ने क्रमश:९०३ करोड़ रुपये और ८०२ करोड़ रुपये का लाभांश कमाया। मैं निवेदन करना चाहता हूं…

श्री रामजीलाल सुमन : अध्यक्ष महोदय, सरकार की तरफ से यह वायदा होना चाहिये कि कम से कम जो सरकारी उपक्रम लाभकारी हैं, उन्हें बेचने का काम सरकार न करे।
(RAIGANJ): Sir, I am grateful to you for allowing me to make my submission. This is not an issue just to take the time of the House. I would give you a clear manifestation of the House which is opposed to disinvestment. The political parties in this House which took a public position against selling of the profit making public sector units are like this:
The Indian National Congress with a strength of 111 Members of this House; CPI (M) with 33 Members; Telugu Desam Party with 29 Members; Samajwadi Party with 27 Members; Shiv Sena with 15 Members; DMK with 12 Members. … (Interruptions)
If any Party thinks that Dasmunsi is wrong, let them stand up and say so. DMK Members said that they were opposed to it. The Samata Party, with a strength of 12 Members, including their Ministers, publicly opposed it. The Biju Janata Dal, on the issue of NALCO, unanimously resolved against disinvestment. They have a strength of ten Members in this House. The All India Trinamul Congress, with their strength of eight Members, thoroughly opposed it. The Nationalist Congress Party with eight Members also opposed it. The Janata Dal (United) with a strength of six Members in the House publicly took a position opposing it. The PMK with a strength of five Members publicly issued a statement against disinvestment. The Rashtriya Janata Dal with a strength of four Members publicly took position against it. The MDMK publicly took a position against it. Their strength is four Members, including one who is in jail under POTA. … (Interruptions)
The Communist Party of India with a strength of three Members publicly took the same position. The Revolutionary Socialist Party also publicly took a position against it. The Janata Dal (JP) with two Members publicly opposed it. The Muslim League with a strength of two Members publicly took a position. RPI with one Member, Shri Ramdas Athawale, publicly took the same position. Shri Prakash Yashwant Ambedkar also publicly took the same position. The Communist Party of India (ML) with one Member publicly took the same position. The Jharkhand Mukti Morcha with one Member publicly took the same position. The Peasants and Workers Party with one Member publicly took the same position. The Samajwadi Janata Party with one Member, Shri Chandra Shekhar has been publicly taking the position long before we started to raise it. … (Interruptions)
I am not talking of others. Please do not take it lightly. Out of 545 Members of this House, I calculated that 322 Members are opposed to it. They publicly took a position. Just because the NDA Government wanted to avoid a voting on the issue, they avoided taking the sense of the House also and requested us not to bring a motion involving voting. I agree.
Sir, you see the proceedings of the debate of the discussion under Rule 193. This figure reflects which party took what position on that day. Can the country ignore the wisdom and strength of this House in such a manner? Will the 183 BJP Members who are ruling the country sell its property? Can any party deny what I am saying? Can the Party, whose name I took, get up and say that Dasmunsi is wrong and that they are supporting it? Everybody is opposing it…… (Interruptions)
