When I visited Sadar Hospital yesterday at 3.40 p.m., I found that within the Hospital premises, hundreds of people were crying and bleeding. Of course, doctors were trying to do their best. Many of them were having head injury. There was a ‘senseless’ person and he was the President of my Union. I wanted to remove him to the All India Institute of Medical Sciences. I brought and put him in a Maruti car. Suddenly, the car was surrounded by policemen. The driver was dragged out. I was not allowed to take the man to the Hospital. I told the Police Officer that I am a Member of Parliament. He said आपके पास क्या प्रमाण है ? I showed him my card and I asked him who he was. He immediately removed his name-plate. Mr. Home Minister, he removed his name-plate and threatened me. … (Interruptions)

After three hours, they were being sent to hospital. I spoke to the DC. The DC could not give an answer as to why these people were still bleeding. I wanted to know as to how many people he has arrested. But he refused to give me the figures. At my instance they all fled away. I inspected the whole area. There are huge materials with me including broken spectacles.… (Interruptions)

Dismiss the police officer. I want a judicial inquiry by a sitting Supreme Court Judge. I want the Government to intervene. The Central Government should intervene. SHRI BASU DEB ACHARIA : Sir, what happened at Gurgaon was a brutal attack on the peaceful demonstration by the workers Honda Cycle Company.
Sir, this is quite unprecedented. I have not seen this anywhere. Police in uniform have beaten up the workers mercilessly for three hours.
These workers were on agitation for quite some time. I had also written to the Prime Minister on 27th June and requested him to intervene and see to it. The Honda Company issued the order that the workers would have to give undertakings before entering into the factory….
MR. SPEAKER: This is not a matter of incident. You only refer to the incident.
SHRI BASU DEB ACHARIA : Sir, these 3,000 workers are slaves. Labour laws were blatantly violated.
These workers were gheraod by the Police.
MR. SPEAKER: We have heard this. Shri Gurudas Dasgputa was personally there. He has explained this.
SHRI BASU DEB ACHARIA : Sir, you cannot imagine that Police will take such an action against peaceful workers.
We demand a statement from the Prime Minister. I have seen that the Prime Minister has expressed agony on this incident. Only about two months’ back, I met Shrimati Sonia Gandhi and requested her that she should prevail upon both the Chief Ministers. Same thing is happening in Punjab also. Sir, the Unions formed by the workers are not being registered by the Labour Department of the State Government.
MR. SPEAKER: These are matters that are to be raised during full discussion. This is not a full discussion. There is no point in having full discussion now. You agreed to raise the matter. I said that the Minister would reply. Thereafter, if a discussion is permitted, it will be done.
SHRI BASU DEB ACHARIA : Sir, these workers were thrown out of job. I would ask whether a Japanese company, a multi-national company, would not abide by the law of the land, the labour laws…
MR. SPEAKER: Some Indian companies also do not observe labour laws.
SHRI BASU DEB ACHARIA : Sir, I would ask whether they would be allowed to violate the labour laws. What was the demand? Sir, hundreds of workers were retrenched and were not allowed to enter the factory. Minimum wages were not being given to the workers. When workers were peacefully demonstrating – they were on dharna – they were mercilessly beaten up.
MR. SPEAKER: You have gone far away of the suspension of Question Hour.
SHRI BASU DEB ACHARIA : They were mercilessly beaten up. Five hundred to six hundred workers were injured and were admitted in hospitals. But, there is no medicine.
I demand that the Central Government should intervene and the Police officers, who are responsible for this – like Deputy Commissioner, SP and others – should be suspended and a Judicial inquiry should be set up. A Magisterial inquiry will not do. This should be inquired into by a sitting Judge of the Supreme Court and the Prime Minister should make a statement. This is an incident of a serious nature; we want the Prime Minister to come and make a statement. The Government should intervene and those Police officers, who are responsible for this and who issued orders for beating up of the workers, should be immediately suspended.
MR. SPEAKER: The only problem here is that the Haryana Government is not here.

श्रमिकों की हड़ताल कोई कल से शुरू नहीं हुई, श्रमिक दो महीने से बराबर अपनी मांगों के लिए संघर्ष कर रहे थे और उनकी मांगें बहुत जायज थीं। गुड़गांव स्थित जापानी कम्पनी होंडा मोटरसाइकिल एंड स्कूटर्स इंडिया में एक हजार कर्मचारियों को सिर्फ इसलिए बर्खास्त कर दिया गया क्योंकि उन्होंने यूनियन बनाने की जुर्रत की। यह उनका लोकतांत्रिक अधिकार था। इस देश में जनतंत्र है, कोई तानाशाही, नादिरशाही नहीं है। मजदूर अपने लोकतांत्रिक अधिकारों के लिए यूनियन बना सकते हैं, संगठित हो सकते हैं। जब वे संगठित हुए तो उनको बर्खास्त कर दिया गया और उनकी जायज मांगों के संबंध में दो महीने से कोई बात नहीं सुनी गई।
मैं कहना चाहूंगा कि वभिन्न कम्पनियों का जो प्रबंध-तंत्र और प्रशासन है, उसमें जब मजदूरों का सवाल आता है तो प्रशासन और उन कम्पनियों का प्रबंध-तंत्र मजदूरों के खिलाफ एक हो जाता है, ऐसा देखने में आया है। गुड़गांव में यह नई घटना नहीं है। १९९४ में मजदूरों के साथ अन्याय हुआ। २००१ में जब मारूति कम्पनी…( व्यवधान)

श्री अनंत गंगाराम गीते : अध्यक्ष जी, आजाद हिंदुस्तान के इतिहास में होंडा कंपनी के मजदूरों और कर्मचारियों पर सरकार के आदेश पर पुलिस द्वारा, जो अमानुषिक अत्याचार किया गया है, वह निन्दनीय है। इस घटना को दूरदर्शन और टीवी के वभिन्न चैनलों पर लगभग तीन घण्टे तक लगातार दिखाया गया। हरियाणा सरकार द्वारा की गयी यह कार्यवाही बर्दाश्त करने के बाहर की बात है। यह घटना जलियांवाला बाग हत्याकाण्ड से भी अधिक शर्मनाक है।
अध्यक्ष जी, दुर्भाग्य यह है कि इन लोगों ने इस कार्यवाही की निन्दा करने की बजाए इसका समर्थन करने की कोशिश की है। यहां पर कहा जा रहा है कि आपराधिक तत्वों से यह करवाया गया है। कांग्रेस पार्टी का जहां-जहां भी शासन है, वहां पुलिस इसी प्रकार से कार्य कर रही है। अभी हमने आपको एक चिट्ठी लिखी है कि दो दिन पहले मुंबई में भी हमारे भूतपूर्व लोकसभा अध्यक्ष श्री मनोहर जोशी जब दादर पुलिस स्टेशन में अपनी पार्टी के कार्यकर्ताओं के खिलाफ की गयी पुलिस कार्यवाही की जानकारी लेने के लिए गये थे, उस समय उन पर हमला किया गया, सांसदों और विधायकों पर हमले किए गए। जहां-जहां कांग्रेस पार्टी का शासन है, वहां-वहां पुलिस इसी प्रकार से कार्यवाही कर रही है।

PROF. M. RAMADASS (PONDICHERRY): Sir, the incident that took place at Gurgaon is highly unfortunate and it exposes the weaknesses of our liberalisation and privatisation moves and shoes how they act against the interest of our labourors.
What should not happen has happened. Therefore, we, on behalf of the Pattalli Makkal Katchi, sympathise with the workers and also convey our condolence to the workers who are affected by this incident. At the same time, we would urge upon the Government of India to pay immediate compensation to the workers who have been affected and the Government of India should rush medical aid to those affected by this incident. All kinds of efforts must be taken to restore peace in that area.
Sir, hon. Member of Parliament, Shri Gurudas Dasgupta who went to the rescue of the workers has been insulted and humiliated by the police.
MR. SPEAKER: We have already heard it from him.
PROF. M. RAMADASS : This should not be allowed to happen. What has happen again to Mr. Dasgupta may happen to any other Member of Parliament and excesses should not be allowed by bureaucrats and the police forces and the Government of India should rectify all these matters.
SHRI A. KRISHNASWAMY (SRIPERUMBUDUR): Sir, on behalf of DMK, we express our deep anguish towards the victims and we highly condemn the brutal and barbaric attitude of the police of that area against the labourers. The labourers have the statutory right to go on a strike. Nowadays, the police are attacking the labourers all over the country. To the maximum, they are supporting the labourers of the companies which are opting for FDI. I associate with what Shri Gurudas Dasgupta has said. There should be a judicial inquiry in this regard so that brutal activities of the police are curbed in future.

श्री रामदास आठवले (पंढरपुर) : अध्यक्ष महोदय, गुड़गांव में कल जो इंसिडेंट हुआ, मेरा इस सदन से निवेदन है कि उस इश्यू पर राजनीति नहीं होनी चाहिए। वहां पर पुलिस प्रशासन ने मजदूरों पर जो अन्याय किया है, उस बारे में सोनिया गांधी जी, प्रधान मंत्री जी और हरियाणा के मुख्य मंत्री ने विरोध प्रकट किया है। भारतीय जनता पार्टी के सदस्यों से मेरा निवेदन है कि वे ऐसे इश्यू पर राजनीति न करते हुए पुलिस प्रशासन ने जो अन्याय किया है, उसका विऱोध करें। इधर वाले लोग आपसे भी ज्यादा होशियार हैं। जब इस तरह से श्रमिकों पर, कामगारों पर अत्याचार होता है, उसका विरोध करने की जिम्मेदारी यू.पी.ए. की और सभी लोगों की है।
मैं इतना ही कहना चाहता हूं कि दासगुप्ता जी के साथ जो दुव्र्यवहार किया गया और कर्मचारियों पर जो अन्याय हुआ है, लगता है वह उस जापानी कम्पनी और वहां की पुलिस द्वारा मिलकर किया गया है। इसलिए इस सारी घटना की जांच होनी चाहिए। इसके अलावा यह भी देखना चाहिए कि इस घटना के पीछे कहीं खाकी निकर वालों यानी आरएसएस के लोगों का तो हाथ नहीं है। अगर उनका हाथ नहीं था तो अच्छी बात है, लेकिन अगर उनका हाथ है तो उसकी भी जांच होनी चाहिए।

श्री मोहन सिंह (देवरिया) : अध्यक्ष जी, कल बर्बर लाठीचार्ज मजदूरों के ऊपर हुआ लेकिन आज उससे भी बर्बर कार्रवाई उनके परिवार वालों के ऊपर हुई। स्थिति यह है कि हरियाणा में कानून और व्यवस्था नाम की चीज नहीं है। पुलिस बर्बर रूप धारण करके आम जनता के ऊपर अत्याचार कर रही है। मुझे अफसोस है कि भारत के गृहमंत्री जी से जो वक्तव्य हमने सदन में मांगा था, उन्होंने अपना वक्तव्य हरियाणा सरकार के प्रवक्ता के हिसाब से दिया है, जो अफसोसनाक है।

SHRI AJOY CHAKRABORTY (BASIRHAT): Sir, we are disappointed by the statement made by the hon. Home Minister. We are rather frustrated by his statement. Still lathi charge is going on in the hospital. The relatives of the victims who came to the hospital to visit their relatives and to meet them in the hospital have been very seriously and severely beaten up by the police and they are severely assaulted.
Even the people who were doing peaceful demonstration before the ‘Haryana Bhawan’ were beaten up barbarously and police lathi charged them. These things are going on.
So, Sir, through you, I urge upon the Government of India to apply its good offices to condemn these barbarous acts of the police and not to support the multinational company. The Government should caution the multinational company that if it wants to continue its industrial business in our country, it should abide by the rule of law and it should abide by the labour laws of this country.
MR. SPEAKER: You are going far beyond.
SHRI AJOY CHAKRABORTY : Sir, through you, again I urge upon the Government of India to direct that company to settle the matter with the workers and also it should take serious action against the culprits.

Mr. Speaker, Sir, I would inform you that ‘police raj’ is still continuing in Haryana. I have seen that and I am just coming from there. It is still continuing in full blast. What is the use of his statement?
MR. SPEAKER: You have not heard, but other hon. Members have mentioned about that already. You were not there at that time.
SHRI SHIVRAJ V. PATIL: In this House and in the Rajya Sabha also, hon. Members had said that this matter should be inquired into by a Judge and that a judicial inquiry should be ordered. I had discussions with the Chief Minister of Haryana and he has agreed to institute a judicial inquiry.
Secondly, Shri Gurudas Dasgupta had made a statement in the morning. We do not want that the hon. Members of this House should be ill-treated by anybody. When I brought this matter to the Chief Minister’s notice, he said if he knew the name of the officer who did it, he would take appropriate action against that officer.
Thirdly, a question is being asked as to whether a particular number of persons were injured or not. This is something which has to be gone into. We are in a position to give the number of injured, which is given to us even by the police who was there. We will find out what exactly is the truth. Somebody had said that 700 people were killed and thrown into the gutters.… (Interruptions)
