Title: Requests the Central Government to make arrangements to pay the Jute growers the minimum support price to save
them not to sell their jute at a distress price.
SHRI BASU DEB ACHARIA: The Jute Corporation of India provides a minimum
support price to over two lakh jute growers of our country. But the JCI has
failed to achieve the purpose for which it has been set up. It is because the
Central Government is not providing the necessary assistance to the JCI to
enable it to come to the market and purchase jute direct from the jute growers
of West Bengal, Orissa and Bihar so that the jute growers are not required to
sell their jute at a distress price. Last year also, there was a bumper
production and the JCI could not provide assistance to the jute growers and it
could not purchase the jute direct from the growers. As a result of that, the
two lakh jute growers of our country were forced to sell their produce to
private mill owners at a very low price. The situation has aggravated because
the JCI has supplied jute to a public sector undertaking, the National Jute
Manufacturing Corporation. An amount of Rs.36 crore is due to JCI from NJMC.
As the NJMC is not getting budgetary support from the Government, it is not in
a position to clear the dues of the JCI.
As a result of this, it has given rise to a serious situation in JCI and two lakh jute growers and 1,700 employees of the JCI are suffering. The Textile Minister is here. माननीय कपड़ा मंत्री यहां मौजूद हैं। जूट कापर्ोरेशन आफ इंडिया की स्थापना जिस महान उद्देश्य को लेकर हुई थी, वह आज तक पूरा नहीं हुआ है। अगले सीजन में जूट कापर्ोरेशन आफ इंडिया बाजार में सक़िय हो जाएगा, अतः हम आपसे आग्रह करेंगे कि हमारे देश में जो जूट ग्रोअर्स हैं उनको अपने उत्पादन का उचित मूल्य मिल सके, इसका आप बंदोबस्त करें। दूसरे, एन.जे.एम.सी. का सात जून का जो ६३ करोड़ रुपया बकाया है, वह जल्दी से जल्दी जे.सी.आई. को देने की व्यवस्था करें, यह हमारा कपड़ा मंत्री जी से आग्रह है। इसके ऊपर हाउस में थोड़ा आश्वासन दे दें कयोंकि दो लाख जूट ग्रोअर्स का मामला है और कॉरपोरेशन के १७०० कर्मचारी जे.सी.आई. के साथ जुड़े हुए हैं।
