Background
Vide an RTI Application dated 30.06.2008, Sh. Anil Kumar Jha (herein after
called the complainant) sought information regarding a PCR Call No. 107, dated
15.08.2007, and the subsequent written complaint dated 16.08.2007, made to the Police.
The Complainant also sought information regarding a complaint dated 20.08.2007,
submitted to the Dy. Commissioner of Police, Outer District. Infact, the complainant
sought information on the Action Taken by the Police on their complaints.
2. The matter was listed for hearing on 11.12.2009.
3. Nobody was present on behalf of the respondent, inspite of notices being sent
to them
4. The appellant was also not present.
The CPIO has neither appeared before the Commission nor sent his representative
to appear before the Commission. He has also not sent any explanation for his absence.
In the absence of the parties, the Commission has decided to dispose the matter on merit.
Decision
After examining the RTI application and the replies of the respondents, the
Commission finds that point-wise complete factual information has been provided to
the complainant.
However the Commission takes a very serous view of absence of the CPIO,
inspite of clear hearing notice of the Commission dated 17.04.2009. The Central Public
Information Officer, Office of the Dy. Commissioner of Police, Outer District,
Pushpanjali, Delhi is directed to sent his explanation for his non-appearance before the
Commission within 15 days of the receipt of this order.
The matter is disposed off accordingly.
