4. 22.09.2011 Heard learned Counsel for the petitioner and the State.

The relief sought in this application is for a direction to the

respondents to frame a policy for out of turn promotion to police

personnel on basis of sports qualification as NIS trained.

The petitioner is unable to demonstrate any legal right in him

for the purpose so as to require a mandamus to be issued with a

corresponding legal duty in the respondents.

No mandamus can be issued to frame issues of public policy

unless larger public interest is involved and no such direction can be

issued in individual case.

The counter affidavit states that the matter was under

consideration of the Government.

The writ application is dismissed.
