Heard Sri Aditya Narayan learned counsel for the petitioner and Sri Rakesh
Srivastava learned Standing Counsel for opposite parties.

With the consent of the learned counsel for the parties, the writ petition is
being disposed of at the admission stage.

In view of the order , which is proposed to be passed notice to respondent
no.3 is dispensed with.

Learned counsel for the petitioner submits that land in dispute was
purchased by the petitioner by way of registered sale-deed dated 4.6.2009
from opposite party no.2 and after purchasing the same, an application for
mutation was moved by the petitioner and accordingly a Mutation Case no.
339/918/25.6.2009 has been registered before opposite party no.2 . Since then
the matter is pending and lingering on one or the other pretext and the same
has not been disposed of .

He further submits that in view of the Circular of the Board of Revenue dated
7.8.1990 (Annexure-4) the mutation matter should be decided expeditiously
i.e.within a period of six months , so he requests that a direction may be
given to opposite party no.2 to decide the matter at an early date.

In view of the above facts and circumstances of the case , the opposite party
no.2 is directed to dispose of the mutation proceedings pending before him at
an early date, if possible, say within a period of four months from the date of
production of a certified copy of this order after hearing of the learned counsel
for the parties in accordance with law.

With the above observations and directions , the writ petition is disposed of
finally.

It is clarified that this Court has not adjudicated the claim of the petition on
merit.
