In
spite of the earlier orders dated 15.12.2009 and 30.12.2009 passed by
this Court directing the petitioner to file appropriate application
for substitution of the respondent-Board, no such application has
been filed. No writ can be issued against a body, which is not in
existence.

Hence,
this petition is not entertained and is, accordingly, dismissed. Rule
is discharged. Interim relief, if any, stands vacated.
