Background
1. The RTI request was filed on 22.04.08. The Appellant requested for
information regarding the Post of Dental Hygienists against 7 points
including sub points. The CPIO provided him with major part of the
information vide letter dated 06.05.08. On not receiving all the
information from the CPIO, the Appellant filed his first appeal on
03.06.08. The second appeal was filed by the Appellant before the
CIC on 25.07.08, reiterating his request for the information.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, heard
the matter on November 27, 2008.
3. The Appellant was present at the hearing.
4. Shri K.V.S. Rao , CPIO, and Shri R P Sharma, Shri C.S. Mishra and Shri
R C Sharma, represented the Public Authority.
Decision
5. The Commission reviewed the information that was provided against
the 7 points for which information was sought in the RTI application,
with the objective of identifying the missing information.
6. Based on the review, the Commission directs the CPIO to provide the
Appellant with certified documents giving following information:
• Reasons for different qualifications for Dental Hygienists required by
Safdarjung and R M Hospitals.
• The criteria considered for change in basic pay of scale from the
existing scale and clarification for keeping the basic pay of scale for
Dental Hygienists working in Safdarjung and R M Hospitals same
although the qualifications required for the posts b the two hospitals
are different.
• The criteria based on which recommendations have been made for
the pay of scales in the 6th Centre Pay Commission for Dental
Hygienists
• Definition of terminology ‘Pharmacist Grade-I’ and ‘Pharmacist Grade-
II’ used by the 6th Pay Commission.
• Status of implementation of proposal for upgradation of minimum
qualifications .
• Duties and responsibilities for the post of Pharmacist.
7. The information to be provided to the Appellant within 15 days of the
receipt of this Order.
8. The appeal is disposed off.
