Background
1. The Applicant filed an RTI application dt.16.10.08 with the CPIO,
BSNL, Jamshedpur. He requested for information against 10 points
regarding the security agency engaged by BSNL. The CPIO replied on
17.11.08 denying the information u/s 7(1) on account of non-receipt
of fee. The Applicant filed an appeal dt.18.12.08 with the Appellate
Authority. The APIO replied on 29.12.08 stating that Postal Order has
not been written in favour of the right person and advising the
applicant to submit a fresh postal order in favour of Accounts Officer
(Cash), O/o GMTD, BSNL, Jamshedpur. Aggrieved with the reply, the
Applicant filed a second appeal dt.20.2.09 before CIC stating that he
has not received information within the stipulated period.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner,
scheduled the hearing on August 10, 2009.
3. Both the Applicant and the Respondent were not present during the
hearing.
Decision
4. The Commission upholds the decision of the Appellate authority and
rejects the appeal.
