1. The appellant did not avail of the opportunity of personal hearing on
03.09.2008. The appeal is therefore examined on merit.
2. The appellant has sought for information relating to the details of appointment
made by an officer while he was in service of the respondent. The information has
been asked for in a pre-designed format. The CPIO has replied and refused to
furnish the information u/s 8 (1) (e) & (j) of the Act. Being not satisfied with the
response, the appellant has pleaded for disclosure of the required information.
Decision:
3. The information relating to recruitment and promotion should not be treated
as confidential. Therefore, denial of such information is unjustified. However, the
information is to be furnished in the form in which it is available with the respondent.
The appellant is, therefore, advised to seek inspection of relevant records so as to
identify and specify the required information which should be furnished as per the
provisions of the Act. Both the parties should mutually decide a

convenient date and time for inspection of records within 15 working days from the
date of issue of this decision.
4. The appeal is thus disposed of.
