Title : Shri Hansraj G. Ahir called the attention of the Minister of Health and Family Welfare to the situation arising out of Government’s acceptance of the recommendations of Valiathan Committee Report on All India Institute of Medical Sciences (AIIMS) and steps taken by the Government in this regard.
श्री हंसराज गं. अहीर (चन्द्रपुर): अध्यक्ष महोदया, मैं स्वास्थ्य और परिवार कल्याण मंत्री का ध्यान अविलम्बनीय लोक महत्व के निम्न विषय की ओर दिलाता हूं और प्रार्थना करता हूं कि वह इस संबंध में वक्तव्य दें :
“अखिल भारतीय आयुर्विज्ञान संस्थान (एम्स) के बारे में वैलिएथन समिति
की रिपोर्ट की सिफारिशों पर सरकार की स्वीकृति से उत्पन्न स्थिति तथा इस संबंध में सरकार द्वारा उठाए गए कदम ”
THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI GHULAM NABI AZAD) : Madam, I beg to lay the statement.
*The Government set up an Expert Committee on 11.7.2006 under the Chairmanship of Prof. M.S. Valiathan, Ex. Director, Sri Chitra Tirunal Institute of Medical Sciences and Research, Thiruvanathapuram, to study the functioning of AIIMS and to make recommendations for its further development.
The Expert Committee had wide consultations with experts in the field of medical education, science and technology, humanities, management and industry along with Heads of Speciality Centres, former Directors of the Institute, associations of faculty, students, nurses, officers and other groups of AIIMS and Principals of Medical Colleges in Delhi. Based on the detailed deliberations, the Committee finalized its report and submitted the same to the Government on 10.10.20066.
The Report made 38 recommendations, broadly categorized into two parts viz. those not requiring structural changes through amendments in AIIMS Act, Rules and Regulations (31 recommendations) and those requiring structural changes through amendments in AIIMS Act, Rules and Regulations (7 recommendations).
The recommendations of the Valiathan Committee were discussed and reviewed by various Committees of AIIMS and placed before the Governing Body and Institute Body of AIIMS at its meetings held on 26.11.2009 and 08.12.2009 respectively. Majority of recommendations have been accepted “in principle” by the Institute Body of AIIMS.
The Government is yet to take a final view on the implementation of recommendations of the Valiathan Committee.
However, I would like to make it clear to the august House that there is no question of privatisation of the All India Institute of Medical Sciences. We are conscious of the fact that this is one of the premier institutes of the country providing free patient care of highest quality to the poor coming from across the country. I would also like to make it clear that the recommendations of the Valiathan Committee would be implemented by the Government only after a thorough examination and consultation with all stakeholders. It would be ensured that AIIMS continues to serve the objectives for which it was established and the interests of the common man protected.

श्री हंसराज गं. अहीर: अध्यक्ष महोदया, भारतीय आयुर्विज्ञान संस्थान अतिविशिष्ट रोगों का उपचार वाला भारत का एकमात्र व विश्वसनीय संस्थान है. देश की जनसंख्या व गरीबी को देखकर सामान्य से सामान्य व्यक्ति इस अस्पताल से उपचार की सुविधा ले सके, इसीलिये यह अस्पताल बनाया गया है।
मैं मंत्री महोदय से पूछना चाहता हूं कि वालीयेथन समिति द्वारा की गई सिफारिशों पर सरकार की क्या भूमिका है? क्या इसका असर उन नये 6 स्थानों पर, एम्स जो एनडीए सरकार के काल मे मान्यता देकर बनाये जा रहे हैं या लगभग ऐसे 14 अस्पतालों को जिनको अपग्रेड किया जा रहा है, इनको भी पब्लिक पार्टनरशिप का शिकार होना पड़ेगा?
क्या सरकार एम्स अस्पताल, जो देश की जनता का विश्वासपात्र उपचार केन्द्र बना हुआ है, यहा इलाज हेतु आम नागरिक को किसी प्रकार की उपचार हेतु रुकावट न आये, इस हेतु वालीयेथन समिति की उन सिफारिशों अथवा प्रस्तावों को अस्वीकार करने जा रही है, यदि नहीं तो इसके क्या कारण हैं?
श्री गुलाम नबी आज़ाद : महोदया, निजीकरण के सवाल पर मैंने पहले ही बता दिया है कि अखिल भारतीय आयुर्विज्ञान संस्थान के निजीकरण का कोई भी सवाल पैदा नहीं होता है, क्योंकि भारत में एक ही इंस्टीटय़ूट है, जहां गरीब लोगों को दवाइयां दी जाती हैं। इसका निजीकरण करने का कोई सवाल पैदा नहीं होता है।
