Background
1. The RTI request was filed on 23.06.08. The Appellant requested for
the basic qualifications for the admission of the post of Opthalamic
Assistant. The CPIO replied on 16.07.08 requesting the Appellant to
send a Demand Draft in favour of Pay and Accounts Officer,
Directorate General of Health Services, Nirman Bhawan. The Appellant
sent a Demand Draft of Rs. 10/- vide cheque dated 23.06.08.
Subsequently, the Appellant again paid an amount of Rs.50/- to the
Pay and Accounts Officer in Nirman Bhawan on 06.08.08. The CPIO
(DHHS) provided him the required information vide letter dated
25.08.08. Not satisfied with the reply, the Appellant filed his first
appeal on 04.09.08. The Appellate Authority provided more detailed
information for the question raised by the Appellant and also sent a
copy of the National Blindness Program. Still dissatisfied with the
information provided by the Appellate Authority, the Appellant filed his
second appeal before the CIC on 09.09.08.
3. The Bench of Mrs. Annapurna Dixit, Information Commissioner, heard
the matter on November 27, 2008.
4. The Appellant was not present at the hearing.
5. Dr. V. Rajshekhar, CPIO, represented the Public Authority.
Decision
6. The Commission reviewed the information provided both by the CPIO
and the Appellate Authority to the question raised by the Appellant in
his RTI application and holds that complete information has been
provided to the Appellant.
7. The appeal is rejected.
