Background
1. The Applicant filed an RTI application dt.23.4.08 with the CPIO, BSNL,
Chandigarh. He requested for information against 5 points regarding
vacancies available for Grade I and II Lorry drivers as on 21.10.94 and
1.8.93. He also wanted to know the names of those who have been
promoted along with the date of promotion from 1995-96 against available
vacancies in Gr.I and Gr.II. The CPIO replied on 26.5.08 providing 15 pages
of information. Not satisfied, the Applicant filed an appeal dt.21.2.09 with the
Appellate Authority reiterating his request for correct and complete
information. The Appellate Authority replied on 30.3.09 stating that the case
has been examined and that additional queries have been raised at the stage
of first appeal like seniority list of lorry drivers. He stated that since the
gradation list has already been supplied, the Applicant’s contention that he
has been provided with incomplete information is incorrect. He felt that there
is no substance in the appeal and merits dismissal. The Applicant then filed a
second appeal dt.8.4.09 before CIC requesting for further information about
drivers included in the gradation list.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for August 25, 2009.
3. Mr.A.K.Sharma, CPIO and Mr.Anoop Prasad, AGM(L) represented the Public
Authority.
4. The Applicant was present during the hearing.
Decision
5. The Appellant submitted that he had received the Gradation list which
includes 24 Grade II and 20 Gr.I drivers. He added that information such as
date of retirement, date of VRS, date of expiry are not available in the list and
sought information on those points. The Respondent submitted that there are
11 SSAs to which the 44 drivers in the Gradation list belonged and that
information has to be collected from all the offices.
6. After hearing the submission, the Commission directs the CPIO to transfer the
RTI request along with the Gradation list to all the 11 SSAs with a request
that the APIOs send the information directly to the Appellant, under
intimation to the CPIO and to the Commission by 20.9.09.
7. The appeal is accordingly disposed of.
