The brief facts of the case are as under.
2. The Appellant had requested the CPIO, in his letter dated 6 August 2007, seeking certain
information regarding the employment status of another employee of the Bank. The CPIO, in his
reply dated 13 October 2007, denied to give the information on the ground that it had no relation
to any public activity or interest and could cause unwarranted invasion of privacy of that individual
and, hence, exempted from disclosure under Section 8(1)(j) of the Right to Information Act. The
Appellant had approached the first Appellate Authority against this denial on 25 October 2007
and that Authority decided the appeal in his order dated the 11 December 2007. The first
Appellate Authority endorsed the views of the CPIO and dismissed the appeal. The Appellant has
now approached the Commission in second appeal.
3. During the hearing, the Appellant was not present. The Respondent submitted that the
information sought pertained to a third party and, hence, should not be disclosed. We do not
agree with this argument. The information sought is factual in nature and, in any case, such
details about an employee of the Bank should be placed in the public domain by the Bank itself.
In view of this, we direct the CPIO to provide the information sought except the one regarding the
Provident Fund Index Number within 10 working days from the receipt of this order.
4. With the above direction, we dispose off the appeal.
5. Copies of this order be given free of cost to the parties.
