Name of the Public Authority: B.P.C.L.

                                         Decision:

1. The case was scheduled for hearing on 11/11/2009. But, the appellant did
not avail of the opportunity of hearing. The appeal is, therefore, examined on
merit.

2. On perusal of the documents submitted by the appellant, including the
comments received from the respondent in respect of the appeal before the

Commission, it is noted that the CPIO and the Appellate Authority have duly
replied and furnished the information. The appellant has neither responded to
the notice for hearing nor he has indicated as to which information has been
refused to him. This appeal is, therefore, considered unnecessary.

3. The appellant is, however, advised to seek inspection of the files and
records so as to clearly specify the information, which should be furnished to him.
The CPIO should allow inspection of the records within 15 working days from the
date of issue of this decision. Upon inspection of the documents, the identified
information should be furnished free of cost, up to ten pages only, as per the
provisions under section 7(6) of the Act.
