        The Appellant was present in person.

        The brief facts of this case are as under.


2. The Appellant had, in his application dated 22 July 2008, requested
the CPIO for the copies of a number of circulars/guidelines regarding various
transactions in the State Bank of India. The CPIO, in a belated reply dated
11 September 2008, provided him with some information. In the meanwhile,
the Appellant had already preferred an appeal on 7 September 2008. It is
not clear if the Appellate Authority passed any order on his appeal.
Consequently, the Appellant has come before the CIC in second appeal.

3. We heard this case through video conferencing. The Appellant was
present in the Raipur studio of the NIC. The Respondents were present in
the Bhopal studio. We heard their submissions. Although the CPIO, even if
belatedly, had provided certain information to the Appellant, we noted that
these were not specific to the exact need of the Appellant. What the
Appellant had wanted were the copies of various circulars and guidelines
issued by the RBI and any other authority covering various transactions in a
branch of the Bank. What the CPIO offered was not an exact copy of those

guidelines but only extracts or annexures. In view of this, we now direct the
CPIO to provide to the Appellant within 10 working days from the receipt of
this order photocopies of all the relevant circulars/guidelines, point-wise,
dealing with/covering the specific transactions listed in his application.

4. We also direct the CPIO to explain in writing the reasons for his
delayed response. We must get his written explanation within 15 working
days from receipt of this order failing which we will proceed to decide on
imposing penalty on him as per the provisions of Section 20 (1) of the Right
to Information (RTI) Act ex parte.

5. The appeal is, thus, disposed off.

6. Copies of this order be given free of cost to the parties.
