Background
1. The Applicant filed an RTI application dt.15.7.09 with the PIO, East Central Railway,
Hajipur requesting for information against 10 points with regard to regularization of
casual labourers as per the orders of the High Court and the Supreme Court.
Dissatisfied with the replies dt.25.8.09 provided by the PIO and by the Appellate
Authority dated 15.9.09 in response to his appeal dt.31.8.09, the Aapplicant filed a
second appeal dt.29.9.09 before the CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing
for March 9, 2010 through video conferencing.
3. The Applicant was present at the NIC Studio, Vaishali while the Respondents were not
present.
Decision
4. The Commission after review of the documents placed before the Commission directs
the PIO to allow inspection of all relevant files related to the issues raised by the
Appellant in his RTI application and to provide him with attested copies of documents
required by him. The inspection to be over by 9.4.10 and the Appellant to submit a
compliance report to the Commission by 16.4.10.
5. The appeal is accordingly disposed of.
