This matter was heard on 15.12.2008 in response to Commission’s
hearing notice dated 14.10.2008. Appellant was absent when called, while the
respondents were present through Shri N.S. Randhawa, Secretary and Shri Vinod
Kumar, CPIO.

2. The short point for decision in this case is whether the information
regarding marks obtained by all candidates including the appellant ⎯ both in the
written as well as in the oral tests ⎯ in the Veterinary Microbiology Exams, for
which results were declared on 24-25 November 2007, be disclosed to the
appellant as requested in his RTI-application dated 23.12.2007. Respondents
have disclosed all other information requested through his RTI-application
except the one mentioned above.

3. In my view, the withheld information as mentioned at para 2 above needs
to be disclosed to the appellant as it is not barred by any exemption section of the
RTI Act. It is accordingly directed that within two weeks of the receipt of this
order, respondent-CPIO shall provide the requested information (and as withheld
by them) to the appellant on payment of the usual fee as prescribed.

4. Under Section 19(8)(a) of the RTI Act, the head of the public authority,
viz. Dr.C.D. Mayee, Chairman, ASRB is hereby directed to ensure that this
variety of information in regard to all candidates who take the examination or
examinations should henceforth ⎯ including the present set of information ⎯ be
put on their website for general information. There is absolutely no justification
to surround this variety of information with entirely avoidable secrecy.
This exercise be completed within four weeks of the receipt of this order and
should become routine henceforward.

5. Appeal disposed of with these directions.
