Background
1. The Applicant filed an RTI application dt.12.11.08 with the PIO, NWR, HQ, Jaipur. He
requested for information against 14 points including recruitment in Group D through
PET and written exam. Shri Rajeev Singh, PIO replied on 12.12.08 enclosing the
desired information. Not satisfied with the reply, the Applicant filed an appeal
dt.13.1.09 with the Appellate Authority commenting on the information provided by
the PIO. Shri Naresh Malhan, Appellate Authority replied on 10.3.09 providing further
information. The Applicant filed a second appeal dt.8.6.09 before CIC reiterating the
request as mentioned in his first appeal dt.13.1.09.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing
for January 8, 2010.
3. Shri Rajeev Singh, PIO, Shri Suresh Chandra, Dy.CVO, Shri J.N.Meena, APO, Shri
N.K.Meena, Dy.CE and Shri M.K.Sharma, APIO represented the Public Authority.
4. The Applicant was present along with Shri M.K.Tyagi during the hearing.
Decision
5. The Appellant submitted that though initially inspection was not allowed, he was
allowed later to inspect all the files and certified copies of documents were provided to
him. The Commission holds that complete information has been provided and
accordingly disposes of the appeal.
6. The PIO to showcause why a penalty of Rs.250/- per day should not be imposed upon
him for denying inspection of files, without any reasonable cause. The response to
reach the Commission by 10 February, 2010
