The Complainant was present in person.
No one was present on behalf of the Respondent.
2. In this case, the Appellant had, in his application dated 24 March 2008, requested the
CPIO for the certified copies of his annual confidential reports (ACRs) for the period from 2000
to 2007. In his reply dated 10 April 2008, the CPIO refused to disclose the information based
on some instruction received from the Government of India following a decision by the CIC.
Not satisfied with the reply of the CPIO, the Appellant had preferred an appeal on 6 May 2008.
It is not clear if the Appellate Authority had passed any order on the appeal. However, now the
Appellant has approached the CIC in second appeal.
3. We heard this case through video conferencing. The Appellant was present in the
Pune studio of the NIC. The Respondent was not present in spite of notice. We heard the
submissions of the Appellant. In the last two years, the CIC has consistently held that an
employee has a right to obtain copies of his own ACRs. Therefore, we now direct the CPIO to
provide to the Appellant within 10 working days from the receipt of this order the photocopies
of his ACRs for the period from 2000 to 2007 free of cost.
4. With the above direction, the appeal is disposed off.

5. Copies of this order be given free of cost to the parties.
