5 4.10.2010 It is a matter of shame that the petitioners in these
four writ petitions had to move this Court for arrears of their
salary, which were due since 1986.The Vice Chancellor, the
Registrar and the Finance Officer all remain oblivious of the
liability of the University towards its employees for reasons
which this Court cannot record. The petitioners had come to this
Court for this clerical work and because of inaction on the part
of the statutory authorities there is wastage this Court’s time .
Counter affidavits have been filed .
In the first case (CWJC No. 11057 of 2010) it is
admitted that an amount of Rs. 5,76,812/- , in the second case
(CWJC No. 11090 of 2010) an amount is Rs. 5,77,277/-, in the
third case (CWJC No. 11329 of 2010) an amount is

Rs.5,90,038/- and in the fourth case(CWJC No. 11412 of 2010)
an amount is Rs. 5,76,198/- are payable to the petitioners. These
figures clearly show that the arrears have been accumulating for
decades for no fault of the petitioners but rank ineufficiency on
the part of the University Authorities. I have no option but to
direct that by 11th of October,2010, all these amounts should be
paid to the petitioners along with interest at the rate of Rs. 12%
per annum from the date the amounts were due to the date when
the amounts are paid .
On that date that is 11th October 2010, the
University would file a counter affidavit in compliance of this
order. In case payments are not made by then, the Vice
Chancellor ,the Registrar and the Finance Officer of the Vir
Kunwar Singh University shall not draw any remuneration till
payments are accordingly cleared. The petitioners may verify the
calculations and file their objections.
