                                              ORDER

Background:

Smt. Sushila Parikh of Ajmer filed an RTI application with the CPIO of 

Punjab National Bank, Zonal Office, Jodhpur on 25 January 2010.   The PIO 

replied   to   his   RTI­application   vide   his   letter   dated   19   February   2010.     Not 

satisfied with the information supplied by the CPIO, the Applicant approached 
the Central Information Commission in a complaint whereas he was required to 

approach the first Appellate Authority in an appeal.  

Decision:

2. On going through the complaint, it was observed that the Appellant did 

not utilize the channel of first Appellate Authority. The Commission has decided 

to   treat  this  application  as  a  first  appeal  and  to   remand  this  appeal  to   first 

Appellate   Authority,   Punjab   National   Bank,   New   Delhi,   who   is   directed   to 

dispose of the appeal of Smt. Sushila Parikh within twenty working days from 

the   date   of   receipt   of   this   decision,   under   intimation   to   Shri   Vijay   Bhalla, 

Assistant Registrar, Central Information Commission. If the Complainant is not 

satisfied with the orders of the first  Appellate Authority, he/she  will be free to 

move a second appeal before us as per Sec 19 (3) of the Right to Information 

(RTI) Act.

3. The Commission ordered accordingly.
