02. 23.06.2011 Petitioner was appointed as Librarian on
15.09.1975 in the Post Graduate Department of
Physics. His grievance is that though he has got all
qualifications and eligibility for being promoted to
the post of Deputy Librarian in the University Central
Library, Tilka Manjhi Bhagalpur University,
Bhagalpur , his case is not being considered by the
Vice Chancellor of the University and the persons
senior to him, holding the post of Deputy Librarian in
the Central Library, Tilka Manjhi Bhagalpur
University, Bhagalpur have already superannuated.
Vacancy is there. Petitioner represented his case in
the year 1999 itself and thereafter also continuously
requesting, but till date nothing has been done.
Counsel, appearing for Tilka Manjhi
Bhagalpur University, Bhagalpur is directed to seek
instruction for filing Counter Affidavit, showing
reasons for non-consideration of petitioner’s case for
promotion. Alternatively, producing the final order
passed by the Vice Chancellor on the representation
of the petitioner, filed by him requesting his

promotion to the post of Deputy Librarian, pending
since 1999.
Put up this matter on 21st of July, 2011,
retaining its position.
