2 20.01.2011 Mr. Raghib Ahsan, Assistant Solicitor General of
India, appears on behalf of the Union of India, respondent
no. 5. He raises a serious grievance that although his seal
has been purportedly used to show a receipt of copy of the
writ petition by him but the seal affixed is largely different
from the seal which is used by him and no copy has been
received either by his office or by him.
Learned counsel for the petitioner agrees to serve
another copy of the writ petition on Mr. Raghib Ahsan,
learned Assistant Solicitor General of India, in course of the
day.
Let that be done. If no copy is served on Mr.
Raghib Ahsan in course of the day, this writ petition shall
stand rejected without further reference to a Bench.
Now we have no difficulty in taking up this
matter tomorrow or later day, but considering the
seriousness of the allegation we would like the learned
counsel for the petitioner to make submission on the next

day after talking to his clerk as to how the notice was served
and upon whom and who affixed the seal of Mr. Raghib
Ahsan on the notice but without any signature.
It appears that the fact that no signature is
available against the name of Mr. Raghib Ahsan appears to
have escaped of attention of the Stamp Reporter. The Stamp
Reporter should be careful in future in such matters.
Put up this case tomorrow under the same
heading.
