The learned counsel for the petitioner has restricted his prayer to the extent
that his appeal pending before the Commissioner may be decided within the
stipulated time.

The Commissioner concerned is directed to decide the appeal of the petitioner
expeditiously preferably within a period of two months from the date of
receipt of a certified copy of this order.
