It is stated that though the other Benches of the Central
Administrative Tribunal have also passed same orders, and the
Calcutta High Court has upheld the parity in pay scales of the
Junior Hindi Translator of Head Office and Zonal Office, the Delhi
High Court has stayed the judgment of the Tribunal. It is
contended that historically the pay scales between the same
persons serving in Head Office and Zonal Office are different and
that their mode of recruitment is also different. A Junior Hindi
Translator in the Head Office is appointed by the direct
recruitment, whereas in the zonal office, the recruitment is also
made by promotion.
Let learned counsel for Railways file a supplementary affidavit
stating whether the 6th Pay Commission had an occasion to
consider the differences in pay scales and the pay bands in which
the Junior Hindi Translators of the Head Office and Zone Office
have been placed.
