श्री कीर्ति झा आज़ाद (दरभंगा) : अध्यक्ष महोदय, मैं एक महत्वपूर्ण विषय आपके सामने रखना चाहता हूं। १९८३ का विश्व कप जब खेला गया था तो मैं उसका सदस्य था। मैं उस समय प्रसन्नता से फूला नहीं समाया था। मैच फिक्िंसग की जो घटना सामने आई है, उसे देख कर एक क्रिकेटर होने के नाते हमारा सिर शर्म से झुक जाता है। मैं सबसे पहले दिल्ली पुलिस को धन्यवाद देना चाहता हूं कि वह पूरे प्रकरण को सामने लेकर आई। मैं आपनी बात को सदन के सामने रखना चाहूंगा और आशा करूंगा कि सरकार पूरे तरीके से कड़ी कार्रवाई करेगी। जो लोग सट्टा करते हैं, उनको पकड़ने के लिए दिल्ली पुलिस ने काफी लोगों का नाम दिया है लेकिन पता लगा है कि दिल्ली पुलिस के पास ऐसे भारतीय खिलाड़ियों के भी नाम हैं जिन पर सट्टे में लिप्त होने का आरोप हो सकता है। मैं इसे पूर्णरूपेण तो नहीं कह सकता लेकिन सरकार से अनुरोध करूंगा कि जिन लोगों के इसमें नाम हैं, उनके नाम सामने लाए जाएं और उनसे पता करके इसे कम से कम एक बार में खत्म किया जाए। कई लोगों ने चाहे प्रेस के माध्यम से या दूसरे माध्यम से कहा है कि उनको पैसे दिए गए थे या ऑफर किया गया था कि वे मैच फिक्स करें। उनमें से कुछ एक नाम जो पूर्णरूपेण सभी लोग जानते हैं, श्री मनोज प्रभाकर का है। वह एक बहुत अच्छे सटीक भारतीय खिलाड़ी रहे हैं, वे चन्द्रचूड़ कमेटी के सामने भी पेश हुए थे लेकिन किन कारणों से उन्होंने उस खिलाड़ी का नाम नहीं बताया, यह बात समझ में नहीं आती है। अगर उन्हें किसी प्रकार से भी लगता हो कि उनके जान-माल को खतरा है तो मैं सरकार से अनुरोध करूंगा कि उन्हें प्रोटैक्शन दी जाए। कम से कम वह सामने आकर नाम बताएं कि ऐसे कौन-कौन व्यक्ति थे जिन्हें सिंगर कप १९९४ में २५ लाख रूपए की ऑफर की थी। मेरे ख्याल में वे ऐसा करके राष्ट्र की बहुत बड़ी सेवा करेंगे। भारतीय टीम के मैनेजर सुनील देव जो साउथ अफ्रीका गए थे, उन्होंने मुझ से कई बार कहा है और मेरी उनसे टेलीविजन पर बातों-बात में बहस भी हुई थी जिस में उन्होंने पूर्णरूपेण कहा था कि मैं पूरी तरह से जानता हूं कि सट्टेबाजी होती है और इसके अन्दर खिलाड़ी लिप्त हैं। उनसे भी यह जानना आवश्यक है कि वे कौन लोग हैं और वे किन के बारे में जानते हैं? मेरे पास एक किताब नॉट क्वाइट क्रिकेट है। वह एक अच्छे जर्नलिस्ट हैं और क्रिकेट को फॉलो करते रहे हैं। उनका नाम प्रदीप मैगजीन है। उन्होंने इस किताब में काफी कुछ विस्तार से और विवरण के साथ बताया है कि उन्होंने किस प्रकार से भारतीय टीम के मैनेजर्स, कैप्टन्स और दूसरे लोगों से बात की। जितने भी पुराने क्रिकेट के लैजंड रहे हैं, किसी ने भी सामने आकर नहीं कहा कि मैच फिक्िंसग होती है। … (व्यवधान) क्रिकेट इस समय बहुत पापुलर है। आप चाहे किसी गांव में चले जाएं, घरों के पीछे चले जाएं, सब जगह लोग क्रिकेट खेलते मिलेंगे।

SHRI KAMAL NATH (CHHINDWARA): Mr. Speaker, Sir, this matter of match fixing in cricket is a matter of disgrace because it not only involves the name of India, but, I think, this scandal is also occurring across our borders. It has assumed an international posture and that this has originated from India is a matter of national disgrace.
Sir, we have the Justice Chandrachud Committee Report and there are very confusing statements by the Government whether it will be tabled in the House or not. Apart from that, the most important point in this whole episode is that it is coming out in magazines and newspapers that the very bodies which are supposed to be controlling the game of cricket, starting from the International Cricket Council to the Board of Control for Cricket in India, knew about it, but nothing was being done and a parallel economy in satta was being run.
So, I would request you to allow the Calling Attention Motion for which I have submitted a notice and the Government must inform this House as to what inquiry they are instituting into this matter. There is the Enforcement Directorate doing one inquiry, there is the Delhi Police doing another inquiry and we are at a loss to understand as to how the truth will be unearthed. Therefore, we want a statement from the Government and, I think, the only form of doing that would be informing this House through the Calling Attention Motion, which you should allow urgently. This cannot go on like this when the House is in Session and when the people across the world are looking at us as to what our country is doing at a time when such a racket has been unearthed.

SHRI SUDIP BANDYOPADHYAY : Sir, what has happened is disgraceful and it is a blow to cricket. In this matter, even a few names of Indian cricketers are also being mentioned. As Shri Kirti Azad was mentioning, Shri Manoj Prabhakar and others are also alleging something regarding match fixing. Then, a news item which has appeared in the newspaper is also very much confusing and it relates to the issue of whether betting is going to be legalised or not. Even the Prime Minister has had to come out with a statement that it is not true. So, it is high time that the Government thanked the Delhi Police. They have done a very good job and they have enhanced the prestige of the police force in the city of Delhi. Therefore, I would request that an immediate discussion should be allowed on this matter and the Government should come out with a statement immediately.
